Add a Changelog Pop-up on first visit/reload after a change has been pushed out

Per an earlier discussion, it was thought that a pop-up could be a better way to announce site changes.

This helps ensure users have been informed of changes that can alter the functionality and features of the site while it's in development/beta, especially for those not on discord/reddit/twitter or who don’t regularly visit the updates page.

This could potentially also be coupled with a toggle to disable the update pop-ups in settings, with a link to the updates page.

I'd also suggest adding the 'Updates' to the existing site info in the footer.
