Sort Popular Comments by recency

Not sure what denotes a comment as popular, but I’d love to see All new comments listed somewhere. This way we can find content we may not normally find, and gives a bigger chance for comments to Become popular by having more exposure.

So maybe have some filters to show new, as well as popular with sort options?
